I'm not super tech savvy, but that number just seems way too high to be normal. A stock heatsink should definitely be at least below 40 C.

Are you sure that anything above 21 does not look choppy? When I was playing unreal tournament 3 and using fraps, my framerate was always between 20 and 30 fps, and it was almost unplayable. Bioshock runs at around 40 fps for me and that seems a little choppy.

wait until you can no longer play your games and still enjoy them. If you get 40 fps on your games currently I wouldn't get a new card. Unless you have a bunch of money.

I just bought that mobo for 60$ because of a 30$ mail-in rebate. It just ended 2 days ago, but often times the rebate will appear again pretty quickly; if you aren't in a rush you could wait some to see if will come up again. (bought it at newegg)
