I have a Logitech Dual Optical Mouse and have the wheel set to web wheel. However, when I'm browsing in IE, one roll up or down on the wheel doesn't move the page one roll up or down. I have to roll twice in order to get the page to roll down twice.

I have Windows XP installed on my computer and want to reformat the hard drive. When I reformat with the XP cd do I delete the partion and then install XP to get a clean erase of my hard drive?
