Both tend to squeeze out from under the heatsink and onto your processor. With the conductive stuff, the cpu is toast if the bridges get 'shorted'. With the non-conductive stuff, it's just messy -- but no real damage.
Apparently, according to the manufacturer, AS3 isn't really conductive...

That's a little high... you may want to try some other fans: Antec, Panaflo, Panasonic etc. Of course that all depends on what's available to you where you live.
Have not heard of Foxconn. Couldn't find anything using the half-hearted search of foxconn.com.

You might also want to consider your power supply fan. I swapped out all the case fans in one of mine to Panaflo's L1As(They do not have RPM monitoring) and still there was a loud whirr. When I turned all the case fans off (except for the heatsink fan -- which I swapped out to eliminate this...
