have you tried kicking it? its my failsafe method. might work for you. who knows? but not sure what would be causing that.

FR gear for rag should go something like this: mages, warlocks, pallys/shammy, hunters, priests - about 90FR unbuffed. rogues and warriors that are not tanks - about 160-180 unbuffed. the 2 warriors that are tanking - about 250-280 unbuffed. try not to sacrifice too many stats just...
