Is a 7600 GT still better then any onboard video?

The best reason to leave it out: once you add something to what is an otherwise OEM PC, you're now tech support! Other than that, the only downsides are higher energy usage, heat inside the case, and (possibly) noise from the GPU fan. Otherwise, I'd say put the video card in. It's essentially...

480 GTX: 275 watt TDP?

I think they're also going to have trouble doing a single card/dual GPU product due to power and heat. So, 5970 may stay at the top of the heap for a while.

I'm waiting for the 5870/50 to come out and cause the prices on the "old" cards to go down. I'll probably end up getting either a 4870 or a 5770 within the next couple of months.

Looking for a video card to hold me over

I had almost the same configuration, and I upgraded to a 3850 512MB (performs similar to the 4670) and it made a huge difference. The other thing you might want to look for is a used dual core CPU. I got a 3800+ X2 off craigslist. Going from single to dual core makes a big difference.

Video card suggestion HD output for 350w/18a supply?

If you're only concerned with video output and not gaming, some of the newer integrated chipsets from AMD and Nvidia could do the trick. Might save you a little money, and possibly an easier setup if you are doing an HTPC. Of course, even light gaming I'd go with a discrete GPU. Here's a...

If buying today which of these resolutions would you choose?

I'd go 1920 x 1080. I feel like that's where things are headed long term, and that resolution would therefore be more compatible with future content.

Video Upgrade

At your monitor's resolution, you may want to check out a ATI 4670 or nVidia 9600GT as well. You could save a few bucks for a future upgrade :) The pci express thing will not be an issue for you. With multiple graphics cards (SLI, etc) the extra bandwidth of pci express 2.0 can be helpful...
