CPU is hot. How to cool it?

I got a used 800 t-bird on a KT7A mobo. It is running at 50C under no load. It quickly rises to 60 if I start surfing the web. Seems like it shouldn't be running so hot. It has a ORB cpu fan and is in a generic 300w mid tower. The case sits inside an in-closed desk. I'd like to keep it in the...
