i guess the most important factor for me would be image quality. something with greater than 3x zoom would be nice too.

the graphics problem happens because your agp frequencies aren't locked at 66Mhz. your power supply looks okay for your current system but if you overclock, they you might want to try a larger one with high 12v rail
when you view in thumbnails, does it hit 100% usage for just a few seconds or does it hit 100% for as long as you are viewing...
also, exactly how many thumbnails are we talking about here...?
i would suggest that you buy a larger power supply and try that. you should get a new power supply anyways. raidmax isn't really know for making good reliable power supplies.
if the problem persists with the new psu, then the gpu is definately bad.
well, let me get this straight...you only changed the graphics card and motherboard.
the first thing i would suspect after looking at your system setup is the power supply. you're going to need at least a 450 watt high quality power supply for that system
