Is there anything quieter then Dell PC's?

if you build your own system, geared towards silence, with an antec sonata case (i can only speak towards this case 'cause it's the one i'm using) it will be significantly quieter than a dell.

i've probably gone through just about every problem recently. when does it crash--at a specific time or randomly? last go 'round i had a bad windows boot. It's hot outside; could it be heat-related?
