That's how mine is as well. The fan doesn't spin because it's temperature controlled. Once the temperature rises, the fan should start to spin.
Edit: I didn't realize that your temps reached in the mid 60s. The fan should definitely start to spin at that point.

Both the Thermalright and the Scythe are better coolers but in terms of price/performance, I went with the AC Pro 7. It is much better than using stock cooling I tell you. :D

Strange, I have the same 520HX and I was able to run the 4pin straight up behind the motherboard to where the plug is located. Maybe it has to do more with the motherboard and where the plugs are situated.
If you have the P180 v1.1 revision, you can run the 4 pin connector without running it over the video card. Use the cable management system behind the motherboard and run it straight up where your back case fans are. You will have enough wire to connect it without running it over your video...
