no, you'll have a difficult time oc'ing the 3.0 by 800mhz. the current fabrication technologies are such that cpu's max out at roughly 3.0, so it's more like "whatever cpu i get, i'll probably be able to get it to run at 3.0".

there shouldn't be any performance difference. the only factor here would be future expansion: with 1x256, you have more slots; with 2x128, you could later split them up (put 128 in another box, for example) for convenience. it's up to you to weigh these two options and pick the one that works...
NFS4: Hmmm, I'd say that Win2k is the best OS out there.
um... come again? any *nix OS is better than w2k, unless you're gaming, in which case you'd use w98 anyhow...
macs are faster than pc's for somethings (rc5, photoshop), and pc's are faster than macs for somethings (everything else hehe). so it's meaningless to say, "A is faster than B," they're both better at something than the other.
