What affects the default directory that opens up for cmd.exe?

Recommendations on Auditing NTFS?

Utilizing a Wireless Router as a Wireless Access Point

I've got a network I'd like to add a Belkin Pre-N router to, but I don't want/need any routing done by the unit, I just want it to act like a dedicated access point. Is this possible?

Sharing a net connection

I'm looking into sharing my cable connection with a few close neighbors who I trust for the most part, but I'd like to know what kind of equipment, software, etc to limit the amount of bandwidth they can use. Any recommendations? Managed switches, etc?
