Monitor Refresh Rate Problem

I ahve a NVIDIA GeForce4 Ti 4200. I just tried disabling all hardware acceleration and the normal startup worked.. However when i raise one notch.. it goes into black screen again. this happend to me when i was switching from vgp to dvi.. right now im back on vga but i cant figure this thing out

Monitor Refresh Rate Problem

After the Window Loads.. my screen just goes to pitch black and starts flicking.. I was told to go to safe mode and change the refresh rate and resolution to the lowest.. but safe mode wouldnt let me change rates so I went to Safe Mode VGA, but it was already at the lowest rate, 640.. and 60. I...

its not the problem with my monitor.. cause I just tried it on my crt monitor and it does the exact same thing.. In the very beginning,. the motherboard logo thing looks all weird.. and when windows is loading.. afterwards it just goes pitch black and starts flickering.

but the problem is that i cant even get into windows.. i can only get into safe mode and wont let me change the refresh rate..
