I thought someone answered this already. Power and heat aren't related in the way you mean. I don't think a psu is designed to power down when heat gets too high - they are more likely to shut off completely.

My A64 3200 runs at 48c fully loaded. I used stock cooling except for I used some AS2 instead of the thermal pad that comes with it. Seasons are changing though and my room temp is down near 73f so that may be a factor.
