One potential downside to this concept that I'm aware of is that you can't overclock CPU's on any prebuilt system.
This is not a dealbreaker for me by any means. The most I'd probably do is some fairly modest GPU overclocking.
Any other downsides I should consider on any of the options...

I'm pretty much in the same spot as the OP's father and the Dlink stuff you linked to is probably at the top of my list or maybe waiting for the Dlink 855 within the next couple of months.

I have Road Runner in Western Ohio and did the same thing as the OP and it works. I'm getting at least 13800 on DL and 750-768 uploads. The cap is 15000 DL and 768 upload. It's more expensive then I would like, but there's essentially no competition in my area so I guess I should feel lucky...
