What's the best way to create a user group (ala Administrators, Power Users, etc.) that has all the privileges of Administrators except the ability to add new users/change other users' permissions?

Why not keep the Athlon XP 2500+ for another year? It's still plenty fast, and in a year, 939-pin Athlon 64s should be reasonably priced and Windows 64 should be out and patched up.
In so far as it concerns computer power supplies, what are the benefits of active PFC (power correction factor) versus non-PFC? Does it just save the power company money or would it result in the power supplied to the computer's components having more stable voltages and cleaner power...
I've heard that some manufacturers sell their better-quality cards as retail and the others as OEM. I'm doubtful of this, but does anyone know anything either way?
Preliminary specs for the GeForce FX say it requires a 350W power supply. I doubt it really does (unless you have a small army of fans, hard drives, lights, etc. in your case), but you might want to get at least a 350W power supply just to be safe.
Are your memory, AGP & PCI cards, and processor in all the way?
Are the power cables and IDE cables attached firmly?
What's the temperature of your processor?
Do you have access to memory you know is good?
Edit: A slow hard drive wouldn't cause the problems you're experiencing.
