The Fall dashboard update has been released as late as early December in the past. I wouldn't be surprised to see this one then too because of the dramatic changes.
I think they mean cheaper than the Xbox 360 at launch which was $399.99 for the 'real' version. I would expect the next Xbox to be around $299.99 which is reasonable for a console at launch. I honestly can't believe the 360 still is going strong at $299.99 right now though.
