re: concern over not enough USB ports for VR headsets,
The HTC Vive setup is entirely drivable off of one HDMI and one singular USB2.0 port. I'm not sure what the panic is over not having enough USB ports.
re "doesn't have enough cache":
Unnecessary. Remember, OP is not using this to drive VR gaming or virtual machine hosting.
re: "there's a reason intel finally added HT... going to use more threads":
I agree. 4 thread should be considered the bare minimum for a new system nowadays. G4560...
re: 2c4t vs 4c4t,
A high clocked i5 will give you faster 4 threads versus the G4560's 4 threads, yes. Is it worth the price difference for what OP will use it for? Not to me.

KBL-X only seems to make sense if there will be no successor to 7600K/7700K for the mainstream platform. Perhaps, beyond Kaby Lake, if you want overclocking, you'll have to pay up for HEDT motherboards.
+1 G4560 with 16gb of ram. Incredibly cost effective for the use case you're describing.
Because of "I am not a gamer", the G4560's Intel HD610 will do you perfectly fine. Don't bother with a dedicated graphics card - spend that money elsewhere, like a second monitor or an SSD instead of...
Skylake 6700K opens up Thunderbolt 3 for I/O, which is not available for any X99-based chips like the Broadwell 6800K.
Edit: My info is out of date. There are now a couple X99 motherboards with TB3.

Assuming the i3-7350K has 2c/4t, turbo, and HT - that would make for a very interesting budget gaming rig. All of the games in my library except Ashes want high single-core perf, and won't see perf improvements beyond four hardware threads. This puts the i5 market in a squeeze. If you're gaming...
Surface 4 bluescreening would be entirely unrelated to the topic of Skylake mobile bugs. Have you poked at Skylake laptops from other vendors (Apple, Dell, HP, Lenovo, Razer, etc...)? Surely they aren't all crashing in the manner you describe....
