I just wanted to chip in and say that it makes perfect sense that your secondary GPU was the culprit all along. When you saw your primary GPU at 50 - 70% usage; indicated that it had slowed itself down to match the speed of your (crippled) secondary GPU. Remember, percentages are not absolute...
With drivers or programs that don't allow a full 3TB partition, you can use Windows dynamic volumes to combine two partitions into a single drive letter.
Autodesk is usually pretty good about supporting consumer graphics but a lot of other professional design software such as SolidWorks and SolidEdge will work poorly or not at all without a professional graphics card. A Quadro 4000/5000/6000 will be more than enough.
I think It will take several years before even 50% of the market has AVX2 capable chips, especially with most current chips being more than capable for normal internet browsing/word processing well into the future, and people seeing no need to replace them. Only hardware enthusiasts like us move...
