Since 2000 isn't an option, go with 98SE. I used WinMe for about three months and while it had some nice things (system restore), if something doesn't work you're gonna have a harder time fixing it in WinMe than in 98SE. That's just from personal experience.

I don't think the 812 is necessarily older. I have an 855 that's five years old. HP doesn't really go in an increasing order in printer numbering, ya see. While a higher number usually denotes a faster/higher quality printer, it doesn't necessarily denote a newer printer.
