In order to get a beep code, it would have to turn on ;). Right now, nothing happens when I press the power button. (And yes, I've made sure that the switch on the PSU is flipped on :P)
OK, it won't turn on with even no RAM in the slots (from what I know of the process, it should at least turn on and give a beep code if there's no RAM installed)
