This is not thermal throttling issue, It's TDP Limit Issue. If you want full multiplier on E5-2699v3, you must be use SVID/FIVR Bug(VCCin 1.8V). This allow unlock TDP Limit(to Unlimited) But I don't recommend it. When I used SVID/FIVR bug with E5-2678v3, the power consumption rises up to 350W...
