There are some apps/games that use NaCl which I believe hasn't been ported to ARM yet (Why Netflix doesn't work now, though Google says they have a fix weeks ago).
Also, you hack portals to get items. You can hack both your and the other teams portals, with a 5 min cooldown between attempts. While the map on your device is localized, you can go to ingress.com/intel to view all over the world.
The thing is there is no extra LTE chip. Nexus 4 has the Qualcomm MDM9615, same as every other LTE phone. It's not the cost, it's the politics of dealing with the carriers.
