If you were troubleshooting to see why a pc wouldn't boot ( no fans move and no beeps ) and the motherboard light is on and swapping PSUs doesn't fix the problem. What else could it possibly be besides a bad mobo?

I have seen this before with a video card when it over heats. Is the fan on the video card spinning? Maybe try rigging up another fan or move pci cards away from your video card to rule that possibility out.
