I checked the manuals and it seems to indicate that it has independent display output for all 3 display ports (VGA, DVI-D, and HDMI)...meaning that it can possibly drive 3 displays.
Can anyone verify or know if this is accurate?
Just to clarify...
#1 is a previous generation 4600+ EE 90nm chip
#2 is a more current generation 4600+ 65 nm chip

on-board vga connector?
You mean onboard graphics from the motherboard? If so, you need to enable graphics from the PCIE slot in BIOS. For most motherboards, the onboard graphics cannot run the same time as the graphics card. (Only certain AMD motherboards with SurroundView functionality +...

the eSATA JMicron drivers you've used. Update your drivers. Having your OS run off of eSata (JMicron) may also be causing the problem.
Try 355 mhz right away for fsb, no sense in wasting time. Your parts should be able to handle that if you got a good cpu. Even if you got a poorly-overclocking cpu, it'll just BSOD on windows as the worst case.
Ontario, Canada...near Toronto. The stores around here don't really stock too many Abit items for some reason. Lotsa asus and gigabyte though. I can get the Abit IP35 Pro...just not the IP35-E, not popular enough i guess.
Abit IP35-E is not sold in my area and I cannot claim US rebates.
I can't go higher than that because price is a large factor. I'm going to be building atleast 4 of these systems and it's not my money. I just need decent overclocking ability/options and stability. Max budget is less than $80...
Only specific chipsets come with them so find out what chipsets support onboard video with hdmi capability. Then find motherboards with that specific chipset.

They're going to be overclocked with a E2160 (to around 2.8 ghz)
Which one should I probably avoid or choose?
