Jeezus, to think you are throwing parts at a known issue with AMD drivers as of late. Do a little research rather than spending $$ on replacement parts! There's literally 1900+ responses to the single thread on AMD's site alone...
Depending on the sub-model of the car and the motor it currently has (D-series or B-series), you could always buy a Japanese import motor (usually around 60k miles) and drop into the civic. This would gain you a ton of use out of the car. Not sure how mechanically inclined you are, but a swap...
Be advised the EVGA Ultra Silent card is triple wide, so you will need quite a bit of space for it. I was able to shoe-horn mine into a Silverstone SG13B case, but had to take the backplate off for it to fit.
Install the free version of CCleaner. There's an option in there for it to search your HD for programs/files that are taking up the most space. Very good free program if you ask me.
Is your AIO pump plugged into the CPU FAN header on the motherboard, or into the CASE FAN header? What does the AIO recommend? Sounds like the CPU is overheating, which is causing the GPU to get warm too.

Did you uninstall/reinstall the drivers when you installed the new card, or did you just remove the old card and install the new card and expect everything to work?
why not just get a monitor with integrated speakers? I'm not huge into computer sound anymore, so I went with a monitor with speakers. Works perfect and no wires to worry about. Just a thought...
