+1 for ATI 4850 512mb if you're looking to run at 1680*1050 resolution, but we need to know ALL of your PC's specs to be more precise inc your monitor size/native resolution.

There really are no shortcuts here i'm afraid. ie you want a 1920*1080 res from a lcd tv being used as a PC monitor then you're going to have to splash for a 1080p tv or just accept your current 1366*768 res...
Your problem is occuring because your lcd is running at 1920*1080 & it's a 720p screen but capable of 1080i.
If you try to run the screen at 1080i res with a PC then your screen will refresh @30hz instead of the usual 60hz as it's running in interlaced mode which will result in screen flicker...
Remember you need a HDCP capable card & monitor/tv if you want to watch blu ray movies over dvi or hdmi.
Assuming you don't want to game at all with this PC then you're in luck as a cheapo ATI 3450 will be perfect for you.

All ATI 3 series cards output 2.0 pcm or 5.1 AC3 from their onboard audio controller via hdmi.
The new ATI 4 series which launches in a week will output 7.1 audio over hdmi & have a new improved HD video decoder so this will probably be your best bet.

You could get away with a 8600gt or 3650 playing those games @1280*1024 but if you can get a 8800gs for $90 then that's a far better card & more future proof.
