Since New Reinstall - Main Fan Won't Spin

Every since I did a new XP reinstall on my ABIT MB , the main aux fan is not working. Both the HEATSINK & CPU fan are working, but the aux fan is not spinning at all which is a problem. When I go into ABIT BIOS it shows the fan actually working, at 1500 RPM, thus no real spinning. Curious if...
