Nah, it's just artificial. It also wasn't in the original RE 2 play through (it was some unlockable secondary playthrough addition), and really doesn't add anything besides feeling like a speedbump on your way to progressing the game.

I really disliked the Mr. X/Nemesis portion of RE 2 as well. Luckily though, it's only a fraction of the game.
But even still, I actually downloaded a mod that simply removes him from the game. I enjoyed it far more after that.
