I've spent a good deal of time inquiring about Owncloud support from several of the more popular web hosting companies and have yet to find one that supports Owncloud. Anyone know who does for a fact? Thanks everyone.
Thanks for the help. I will try the direct to modem test next time. I will plan to not restart the modem, but simply the computer if necessary to renew the IP address. This is with the Comcast monopoly, btw. I also see speeds decrease as Litium381 describes during peak hours but not to that...
Lot's of internet speed issues over the last few months and a reset of the router and modem, as usual, fix things, for a while. What's a good method for identifying which is the problem, without replacing the router or modem with alternates?

It's getting more interesting. CPU-Z, which has always been reliable, now reports the clock speed at higher than it's ever been, or should be allowed to go, 2692 MHz, with a multiplier of 13.5. Again, this is a T9300 2.5 GHz processor. Also, when I started up the machine this morning...
I found that with Multiplier set manually to 11, SLFM unchecked, C States and Power Saver checked on in Throttlestop that I can get back much of the earlier behaviour. Why did it happen is a big mystery. One clue may be in a thread google spit up...
Speed is the same no matter what I do on the machine.
If throttling I think it would still fluctuate, even a tiny bit, which it does not under any load.

I'm adding the solution to the top of this post.
The fan was replaced and all is well again. It spun freely so I suspect it was drawing too much current. Found the part at auction, spent an hour or so replacing it and bob's your uncle.
