It could be pure placebo, but Speed Shift/Balanced Power Plan "feels" better than Max Performance without SST. It seems to most evident on Website loading snappiness.

Just an update. I was able to get a F5G beta bios that has SST enabled verified by HWinfo for my Gigabyte Z170x-ud3. I just contacted their support and asked.
Just an update... You missing how if you're running the "balanced" windows power plan (with Speed Shift). After running "high performance" for a week, it really does help the responsiveness for bursty loads. I haven't measured the watt difference yet.
Sandy bridge doesn't consume much power at idle and it's graphics suck. But if you care about graphics at all, I don't think Intel's were really acceptable until Haswell. But space heaters are like $10 bucks even with a thermostatically controlled one.

I was using a dual socket Mac Pro from 2008 with 2 2.8Ghz Quads. It's time had definitely passed. It still had pretty good brute for for heavy lifting but it was not snappy and had slow downs where there shouldn't have been. (I was running a 6870GPU).
