This is basically just a test of SmartScreen/Google SafeBrowsing. It's odd that Firefox does not preform equally as well as Google considering they're both using the same lists. Chrome may be doing some checking of downloaded files that Firefox does not? I forgot the implementation...
It's completely normal. Keep in mind that your local data in your user folder contains cache data as well. Chrome has dynamic limits for cache size to prevent things from getting too out of hand.
Youtube definitely uses cookies. If you use uMatrix you can see that it uses them (and how many). The browser developer mode may be more useful in looking at cookies. Should even work with incognito windows.
