Yes Win10 seems a bit more finicky, but I don't use Xbox Gamebar, and use the setting of CCPC on Cache setting to prioritizing all initial loads to the 3DVCache CCD.
When more cpu requests are needed or non-gaming loads both CCDs are utilized.
Damn, that sucks big time. Suggest looking into an decent Uninterruptible Power Supply (UPS). It not only will save you from these headaches but save you from damaging you expensive electronics from outages or brownouts.
I'm not certain why boot times are an issue now. My Asus board had a setting to stop training after the initial one. Expo settings and sleep work no problems either.
