I'm assuming you're talking about the X1950XTX??? If so, then that would be the better card. The 7950gt would perform somewhere in between a 7900GT and 7900GTX

I had that psu powering my 2x 7800GTXs for a while and that draws more power than your 2 7900GTs...pretty reliable. The TPII from Antec is one of their better PSUs IMO. If you're on a budget, it's a good buy. But I think this PSU would be better:

Go Conroe for sure. Can't really answer the rest of your questions, but the Conroe chip does consume a bit more energy than the AMD one, although not much more and the performance/watt you get on the Conroe chip outweighs that point making it irrelevant.
