Got this cpu from fleabay with "D" and "*" marking on the cpu.

Try to burn the HD image / full system restore DVD via Win7’s maintenance utility instead of 3rd party software. ( W7 have better 64bit support )
You definitely can get a i3 laptop for around $500.
Decent 64GB SSD is around $150, which still within your budget.
ex. SATAIII Crucial RealSSD C300 CTFDDAC064MAG (then, buy an external enclosure for your laptop drive for back up purpose)

It use regular SATA optical notebook drive.
Just remove the bezel from your old drive and install it on the new one.

Absolutely NOT!
1. Merom core has been discountinued and T5850 cannot even compare to Penryn T4400. ( Newer Arrandale P6000, even few i-core can be had for less than that price new )
2. 128MB NVIDIA GeForce 8400M is also old tech, current intel 4500MHD (Penryn core laptop ) almost 2x...
