Can i Use this driver for 2.4.20-8?

Looks like you could use it, but depending on what is in the tarball, you may need to have the kernel source installed, which you should be able to find a rpm or another package on the install cds for the distro.

DVI to VGA adapter not working; is it the video card?

maybe the adapter is broken, or is the wrong kind of adapter. i seem to remember that there are a couple of different DVI interfaces

Shuttle AK31 problem loading OS

i had a problem with an ak31, and i tried the via latency patches http://www.georgebreese.com/net/software/, but nothing seemed to help, but what i ended up doing (after finding out that disabling dma made the problem go away) was to force it into udma33 mode rather than the fastest. not sure...

you can't change the MAC of the card without buring a new PROM, but you can spoof the MAC address through software: http://www.klcconsulting.net/smac/

i was also confused, but i deduced from: 24.220.200.0 * 255.255.254.0 U 0 0 0 eth1 and Primary dns 24.220.0.10 Secondary dns: 24.220.0.11 that eth1 was the external interface

nonono, the way that your current setup has eth1 as dhcp(since it has the 24.x.x.x ip), and eth0 is the static ip

Startx and permissions

Your search may not have turned out futile because a stock install of mandrake allows nonroot users to run startx. what happens when you run it? permission denied, or does it start up, flicker, and come right back to the console?
