I've tried every combo of settings on both drives and the bios sees em, the highpoint controller sees em, but the dang Win98se WON'T see em both!!?? Gggrrr... Any other things to try?

By the way, what are you using now? If you don't engulf yourself in games and prefer 2D sharpness and occasional game playing then the Matrox 400 or 450 have great 2D performance.
