I'd still buy it for 50, hang onto it for a bit decide then.
Yeah Win98 upgrade was last for me, same thinking here to regarding old licenses.

Kinda funny when you think about it......every time a new OS comes out the big question is always the same, can an upgrade do a clean install.....Win98 upgrade>WinXP>Vista>Win7.

I would remove old drive install new drive, whether a SSD or standard drive, install Win7Pro 64bit clean on new drive....thats the exact procedure i'll doing to my notebook as soon as my new drive arrives, not SSD :(
Being that your current OS is 32bit your only option is a fresh install of...
I just installed Win7-64bit RC on my system, I installed on seperate drive to keep Vista untouched, I like so far, for the few hours of running i don't wanna go back to Vista.
I wouldn't ditch Vista just yet though.
I wasn't thinking cost here, but since you brought it up, you forgot to check current cpu prices, the Q9650 is about 70.00 more than the I7 920 processor. So "about" 100.00 more for an I7 build is pretty much a wash in my mind.
