Memory question: CL2? CL3?

Like Dunkster said, it could be rated CL2 but the timings could be loose as a $2 hooker to get that latency. You've gotta check the rest of the timings and make sure they don't suck.

Best video card these days for under $100?

+1 for Ti4200. If you're feeling lucky, keep an eye on eBay. I got a VisionTek Ti4400 128MB for $79 shipped and it's awesome.

Memory brands - Does it really matter?

From what I've read, it looks like the 45.23s or 45.32s are the ones I should install, but I just figured I'd ask to see if anybody had any experiences with these or other drivers.

How to use 2.5" laptop drive on a desktop

yeah, the adapters I've seen aren't keyed (ie "idiot proof"). I almost started my laptop drive with it backwards after my laptop fried because I was in a hurry to get my data off the drive.

Anyone Know Voltages and what they mean?

The most accurate way would be to take the PS out and take readings with a multi-meter on each individual rail, but then you wouldn't be getting a reading of the rails under load. You could also try disconnecting all your unnecessary stuff and seeing if that makes a difference in your Radeon's...

Getting weird clicking noise...

I had a problem kind of like that before and I did a bit of looking around. Somewhere, it was suggested that my IDE controllers had become corrupted. It sounded shady to me, but I tried removing and re-installing them and the problem went away.

What is an extremely hard fast drying (less than 3 hours) non-conductive glue I can buy retail tomorrow?

Gorilla Glue is good stuff. Pretty much any two part epoxy will do the trick. You might want to test the stuff that comes in a cigar sized roll as some of it has a certain amount of metal in it.

Isn't 4.5V a bit high?
