Your request assumes that "intent" was necessary for the administration's actions to be considered illegal. Do you have any proof that this requirement exists? If so, produce it.

I agree. I guess I was expecting the WSJ crowd to be more in sync with the current administration's expectation for speedy results in Iraq. I was shocked at the poll results.
