Is there a tv tuner that can do this?

Might try out USB 2.0 TV Tuners. Installation is a no brainer and doesn't eat up a PCI slot on your motherboard. Picture quality and recording quality is decent in my expereince. Costs slightly more than PCI cards.

Take out all the components and try powerig up outside the case; suspect you've got a short somewhere... maybe happened when you inserted the X-Fi into the slot.

Are you mistaking power LED connector as power switch connector? Cos Power LED connector is often 3 pins. Power button switch shoud be 2 pins only, and same goes to reset button. Can you sen us a pic or the make/model for your case?

My computer won't turn on

Last resort - you might try taking the mobo out of the case and connect it with a PSU - only hooked up with monitor and VGA card, nothing else.
