The Gear S3 has its own simcard, you don't need a phone for it to work. You can even have your phones SMS sent to the Gear S3.

I switched my mom to Moto X Pure Edition from Lumia 920 (and being burnt by lack of updates by Motorola/Lenovo), I would definitely say get a Pixel or Pixel XL at least for the consistent updates, especially when they don't upgrade phones too often.
HR is not really that active when you're moving around, however it is generally close enough to get an average. I would probably suggest MiBand 2 with Tools & Mi Band app (https://play.google.com/store/apps/details?id=cz.zdenekhorak.mibandtools) which includes a more comprehensive HR...

Maybe someone can correct me if I'm wrong, but music that isn't purchased through iTunes needs to be transferred through iTunes on the computer. They will play fine though.
Pulling photos should be fine as it connects as mtp media device with photos folder exposed.
No access to file system...
There is a workaround - technically Nougat is pushed, but only to Sprint (not sure why). People have been using blank Sprint sims to initiate the 7.x upgrade.
