you probably can't avoid reinstalling windows if you're getting app crashes. unless of course it's hardware that is causing the crashing. have you checked the error report section of the control panel to check out the errors that happened?
if you have a second harddrive I would install windows...
are you sure its not a battery saver feature? what model/brand is it? i would guess that its a defective mouse. Had a steel series rival 3 wireless do the same thing but it was only after a restart.
You can also use a Egpu though a m.2/nvme slot so it doesn't really need TB. I would never touch a amd gpu or ever buy a laptop. I like your build other than the gpu. :)
