Splicing it is your best option. It is best if you can replace the wires on the switch or add on a new connector so that you only have on splice per wire. Wire size isn't that important, but try to use the smaller sizes (22 - 26) so that you have the flexability. also stagger your splaces so...
Check the outlet with a multimeter and see what the voltage is. (should be between 110V AC and 120V AC. If it isn't then you need to find out the cause of the loss. If it looks normal then leave the multimeter probes in the socket and turn on the computer a carefuly watching for any change in...
Go into device manager and disable the onboard NIC if it is not connected to a network or Router (Cable modem?).
As for boot delay, Many BIOS's have a setting where you can set a delay after POST before you start loading the OS from the HD. The faster CPUs can actually get ahead of...
Do you have a NIC card installed that is not connected ? If so try disabling it and rebooting. If not try delaying bootup for a few seconds in the BIOS.

Although hot swapping the BIOS chip can be done with success you do run the risk of corrupting the chip code or damaging the chip , not to mention frying the board or PS from an accidental slip.
I'd recommend you have someone burn you a new EEPROM or have yours tested and reloaded with a...
You can use almost any 1 Meg chip to replace your bad one. most pentium class MB will have these EEPROMs so the should be easy to find.
Do you have a means of reliably programming the new chip though or were you in need of that services as well?
Email me if you need more help;)

Can you clarify question#3? Do you want to know how a PDA would help out disabled people or is it what improvements can be made to the PDA to help out the disabled person?
Manually enter the CHS into the bios and don't let it auto detect. I'd say the BIOS realy needs an update to properly deal you HD. Problem is, Has the MFG supplied it ? I'd send an email to the MB MFG asking for a fix to this issue if they don't have code already posted
