The whole gulag thing is also just gross. If you're going to deport people (after you've followed due process and obtained final deportation decrees), just deport them to their own country. Sending them to a concentration camp in a separate country is atrocious. Like wtf!?
I don't think it's the money. The people in charge are sick in the head and think that publicly bragging about the gulag will act like a deterent to people coming to the US and as a way to drive people already here further underground.
