I've cut some underground fuel tanks up so they could be scrapped. I purchased dry ice that was formed in 2x2 sticks that would drop in the inlet. Then you tape it up dig it up, cut it up. Keep adding dry ice and taping up the cuts. One time I did have a bit of a flash off after enough of the CO2 had dissipated.
I was almost done and the tank did a quiet woof-woof-woof. Spooky!
Once you cut the ends out of a tank or barrel, it is just so much scrap steel and no longer a hazard.
