This is not a struggle about laws anymore, or at least not primarily. This is political and will be an increasingly force based struggle.

It could become necessary.I guess they could investigate him more and that's something. They could even impeach him a bunch of times but it's never going to lead to conviction in the Senate. All possible scenarios involving Congress rely on Republicans deciding to remove Trump and that seems very unlikely.
