As for the millions getting thrown off health care it is because they are ineligible for medicare / medicaid. That is what the goal is remove those that do not qualify.

Why wait until a condition is life threatening? That is literally the most expensive way to deliver healthcare.Too many variables to answer this broad question....
But if you are asking who should be denied medicare and medicaid the answer is simple. Anyone that does not meet the requirements to draw medicare and medicaid should be denied coverage under these programs. That being said I think life threatening medical services have to be given regardless of any insurance coverage.
