No country is required to host a US base. Even the Philippines told us to take a hike 30 years ago. Of course now they want us back with China encroaching.
I wasn't aware of that. I assumed the government could impose safety standards on any commercial vehicle (airplane, ship etc) operating in its territory.
Obviously any large commercial ship operating in US waters needs to have redundant systems. Even a battery powered backup for the rudder and screw would have done the trick here. I wonder if this is something the DOT can change by rule or if Congress needs to act?
Navy ships have an aft steering compartment that's always manned in the event of loss of bridge control. I wasn't in engineering, but I assume every ship also has enough backup propulsion to maintain course.

A strike on privately owned satellites is no different than a strike on privately owned shipping, power substation etc with or without loss of life. If Russia were allowed to demolish US infrastructure without consequences, the public would demand the president do something.
To paraphrase George Patton, the idea is to make them die for some satellites. And given the state of their military that is far more likely. You can't just allow other countries to demolish your communications or other infrastructure without consequence.
