What are they thinking? By selling any item of unknown condition, they degrade their reputation for quality goods at decent prices by becoming a quasi-junk dealer. I (or you) can go to a garage sale, flea market, swap meet (ebay), etc. and purchase goods that might work on the dirt cheap with no guarantees from the seller. In my opinion, this is a bad move by a very good retailer. Yes, I do realize that all items are sold as is, but why run an Amazon.com at the front of the store and have a garage sale out back? Just give the parts that aren't worth testing to your employees as an incentive/perk. Let them have the joy of testing broken parts; anything that works, they can use or eBay at a profit. At a buck a card, I wouldn't tarnish my reputation.
