The state/local support being removed is odd politics. Republicans at the state and local level have traditionally relied on federal funds to offset their irresponsible tax policies. I'm also skeptical that Mitch will agree to a bill w/o liability transfers.
As recently pointed out by our governor, without federal support for state/local funding he cannot shut the state down without tanking the economy. Thus, Senate Republicans who are against shutdowns of any type will gladly withhold funds to prevent said shutdowns.

Good on Toomey for taking power back from the executive branch. The current Fed Chair did more in a month than Bernanke did over the course of the Great Recession. Congress has the power of the purse and the Fed creating and spending trillions oversteps their mandate if not legally, then in principle.

While I am happy in principle to have Congress take back powers from the executive the problem here is that Toomey is trying to take them back to sabotage the economy.

No he isnt. He doesnt trust a democrat with the power which is pretty much the only time an executive loses power in a presidential system. The opposing party controls the legislature and takes it back.

I agree that’s the only time power is taken back is through opposition, but if you think this is based on a principled opposition to executive power and not because he wants to sabotage the economy I have a bridge to sell you.

I imagine you have noticed how Republicans have all started making noises about debt and deficits since Biden won. This is not because they actually give even a single shit about debts and deficits, as evidenced by the last four years. It is entirely because they want to sabotage the economy to regain power. If/when they do regain power they will jack the deficits and debt up again, and do so happily.

This x 100. You got Ron Johnson on the floor yesterday talking about the debt when rejecting $1200 stimulus payments - we know where the Republicans were on debt when they were recently in control. This is all just a way to fuck Joe Biden - they don't care if the little people suffer along the way.

Now that appropriations from congress are just a suggestion Biden could signal a willingness to reprogram vast sums from the omnibus at will. Or the GOP can stop fucking around.

-Indeed, where was this check on executive power when The Don decided to do whatever the hell he wanted to appropriated DOD funds to build his pet project along the border...

GOP caved. The language now says that the Fed can't restart this exact set of programs without congressional approval but nothing would limit it from "similar" programs as Toomey wanted (a term so nebulous as to be a big problem anyway).

Anyone willing to bet that Rand Paul or at least one other republican senator looking for 15 minutes more of fame and fortune will toss a wrench into the works at the last minute? That's all Rand Paul has to offer his state, a bag full of wrenches and the desire for fame and fortune. And what do we call such a person? A worthless piece of horse dooie.

This is actually why I'm a fan of earmarks returning even though everyone always derided them as wasteful pork. (and they often are!)

You could attract legislators in the past by funding their pet projects but now that you can't do that basically no one has any incentive to compromise until you get these huge omnibus bills. Basically that low level corruption was the grease that made the machinery of US government slightly less jammed and we could really use a government that works even a little better right now.
